Chapter 20: The New Kingdom

The treaty that established the Ash Kingdom as a sovereign nation was signed on the fifth anniversary of the mountain's eruption.
It was not called the Ash Kingdom by Sera — that had been Drusse's name for them, adopted by the valley people with the specific affection of a community that had watched a people name themselves by their disaster and make something from it.
Sera had accepted the name.
The treaty was witnessed by representatives of seven nations, including the eastern empire, which had arrived at the table exactly as she'd predicted: finding equal terms more valuable than the alternative once they understood what the mineral deposits represented. The Archive's senior representative was present, which was unusual and which meant that the Archive was treating this as a significant precedent.
It was.
A people had been destroyed and had rebuilt their sovereignty from nothing — not through force or territory, but through knowledge, relationship, and the patient work of making themselves indispensable to their neighbors.
The signing was held in the valley's central ground, in the same place where the spring ceremony had happened three years before, because Sera had insisted on the location over the Archive representative's preference for the formal council hall.
'This is where we mourned together,' she said. 'It should be where we celebrate together.'
Afterward, Drusse stood beside her and watched their people and the valley's people and the visiting delegations move through the celebration that had turned the central ground into something genuinely joyful.
'Your tutor prepared you well,' Drusse said.
'My tutor prepared me for a mountain,' Sera said. 'Everything else I had to figure out.'
'That's what preparation is for,' Drusse said. 'Not to give you the answers. To give you the capacity to find them.'
Sera looked at her people — 2,347 strong and building — in the late afternoon light of the valley that had become their home.
'Five years ago I had 2,000 survivors and a destroyed kingdom,' she said. 'Now I have a new one.'
'How does it feel?' Drusse asked.
'Like something that was earned,' Sera said. 'Which is the only kind of thing that lasts.'
